Don't really need a loop for anything. Just do something like this in the OnPlayerLevelUp event:

object oPC = GetPCLevellingUp();
string sLevel = IntToString(GetHitDice(oPC));
string sMessage = GetName(oPC) + " has leveled up to level " + sLevel;
SendMessageToAllDMs(sMessage);
}
