NWMax Plus does not perform ResetXForm on meshes with the skin modifier.  It tends to screw up the weights.

Try this:

Select your skinned mesh

In the right-side nav panel select the "Hierarchy" tab, with "Pivot" selected in the middle of the panel you will see the "Adjust Transform" rollout, in the "Reset" group select "Scale".

This should solve the scale that is not 1 issue.

Try exporting your model again.

If MDAs solution doesn't work...

The other thing you can do to preserve the skinmesh is to open the model in a text editor and save the weights for the skinmesh into a separate file. Then in 3DSMax, delete the skin modifier, reset x-form, then add the skin modifier back on and reinsert the bones. Export the model, then paste the weights you served earlier into the newly save file. Everything should be the way it was with the skin and the world scaling error should be gone.
