Ogg is only a container format. As such, a simple conversion to mp3 then to bmu through the mp3tobmu utility on the vault would be sufficient. If all you want is the ability to convert from ogg, I would suggest the free version of dBpoweramp (
www.dbpoweramp.com/dmc.htm) along with the necessary codec (
www.dbpoweramp.com/codec-central.htm).
I know of no direct means to convert straight to bmu from anything but mp3 (which is essentially just an mp3 with a specific byte header the NWN client uses, thus no further compression or loss to the audio stream).
Being a container format, it's probably a good idea to find out if they utilized lossy or lossless compression for the game audio. Ogg handles lossy usually through Vorbis or Opus and lossless through either FLAC or PCM (comparable to uncompressed wave).
Starting with uncompressed sources is always the best option, but not one that is always available.
