To be honest, I am not positive that Veltools has the full feature set enabled, however, Vlemar's other tile-set related tool call "Tile Set Creator" or
"TSC" and it should still be available on the vault.
Anyway, the mini-map option is a bit difficult to find in that tool, but if you load the proper .set file for whatever tile-set you are working with AND if you load the .set file from the same folder as the ENTIRE tile-set is located in, you will have multiple options, from changing size of the mini-map to how it handles the so called grey areas which are actually greyed out objects that have been set to"Fade". I normally turn the Fade feature off within the TSC (making no changes to the actual tiles themselves, it is just a setting used by TSC) so that a true TOP-Down image is created, and if you have a tall tree with overhanging foliage, the ground underneath will not be visible.... as you wold expect to see if you were hovering over that tree in real life.
