Do you have a digital camera? Building up an image library is essential IMO, and a digital camera is the best way to go about building one. I'm hit or miss as a photographer, but my wife (she's a photgrapher) often lets me borrow her point and shoot digital camera. When I have it, I make a concerted effort to gather texture references. You'd be surprised at how easily the things you pass everyday - even if you live in the western USA which has almost no pre-modern architecture - can be used to make fantasy textures. The advantage I have here is that I ride my bike and take the bus to work so I can stop to shoot something that I see during my commute (or on a site visit during work).
I keep my image library in iPhoto on a Mac, because I do my modelling and texture work in OS X. But I'm sure there are similar programs on windows or linux. The important part for me is being able to tag the photos ("texture reference", "tree", "leaves", "creature", "crustacean" etc...) and then search through the tags to pull up the images when I want them. I used to sort my images in folders, but it was difficult to keep organized. A software library works much better for me and iPhoto was easier than rolling my own in PHP and MySQL - which would take some work on my part to figure out how to do. But there are some real code heads that play with NWN. I bet someone here could make one.
