The CEP has, in the past, used people's custom content without their permission.
No, this is not acceptable or okay. It has led to violent schisms in the past between custom content authors, who feel they own what they make and are choosing to share it with the community as a gift, and the CEP/some content users, who feel that they are entitled to anything people upload onto the Vault, under any circumstances they like and often without properly giving credit to the original author.
This has led to the loss of some of our best content creators, like Lord Rosenkrantz.
The reality is that when the CEP includes content in their package, the original project dies. No one downloads the creator's original hak anymore, which disrupts the update/improvement process (Many things uploaded these days are rarely finished in the initial release).
I know this is off-topic and not CODI/Planescape related, but if you want to use a content pack that has a high quality threshold throughout while respecting author's rights and not destroying projects, try Project Q instead. Project Q also has all the CODI content fully bug-fixed and corrected, whereas the CEP version of the same is (as far as I know) replete with all the original release bugs. I also know Project Q has asked certain ex-members of CODI, including the guy who made that lovely Blood War tileset linked in the first post, if they'd be willing to give Q any of their unfinished content for polishing and release.
(And no, I'm not in any way connected with Project Q. If it needed to be said).
