               I'm not maxing Open Locks since DEX, Thieves' Tools and +Open Locks item would be enough to probably cover all locks in the OC.

IMHO, SD is not worth it. I will only use stealth to scout and plan my actions and/or maybe kill an enemy off to start my actions.

               The point of SD is to be able to keep Sneak Attacking.  Launch some Sneak Attacks, then stealth, launch more Sneak Attacks, etc.

Also, the most important part about the weapon is having at least +3 enhancement.

               Well the whole point of Rogues is to fight dirty =p

If you want a straight up Dex-based dual wield fighter, that really more of a Monk than a Rogue. Something like Rogue 4/Monk 6/CoT 10 or Rogue 4/Monk 12/CoT 4 with Rogue taken at strategic levels for trap skills.
