               It "ain't" gonna happen.  They didn't do ANYTHING to finish the game.  They took exactly what Bioware had finished with, then tacked on the 1.69 content as a patch because that is what Bioware did.  Bioware had no reason to actually re-produce a fully patched installation version as they were no longer being properly paid by Atari in the first place.  Since EA took over, nothing more will ever come from Bioware regarding nwn, and since Bioware thinks they are a CGI movie company instead of a game company, likely you won't see much in the way of improved/new/better/playable games from them in the future either.

Regardless, no one is going to take the time, or spend the money to actually get a Plutonium version of NWN released.  They can, and DO, sell it just fine via digital downloads now, with all the associated issues of immediately having to patch with the same content you downloaded.  

Most game companies are releasing content in such a way that on Release day, the game has to be patched to be workable anyway.  It's bad from an end user standpoint, but appears to be totally workable from their viewpoint.  Get it past the judges with a buggy version, then patch in content as you can.
