If you are trying to make it easy for players then CEP, PQ, CTP, JenX have been popular for years. Worms tilesets, creature overrides and alternate animations are other popular ones.
From reading posts, I get the impression that these days people either will download most anything you throw at them so long as it is linked well, or they have a no downloading hak policy. Obviously that's just an impression affected by my own tastes as well, but I pick CEP or PQ and make yuor own single hak for anything else you need.
