How is spawn size determined?

               Greets.

I'm finally starting to add monsters to my mod. I  have 100 of them made already with another 70 regular monsters lined up. I am hopeful to have groups of 3-6 monsters of similar strengths and identical CR's. I  know that with identical CR's they will all have the same chance to spawn.

What I  need to know, though, is how can I  get more of them to spawn? Particularly for the first area. I  don't want to have 4 of them spawn else the L1 PC  would get crushed. He should only get 1 NPC. But by the time he is L3-4 he should be able to easily handle at least 2. And so on.

In my test I  took a PC from L1-8, but only 1 monster spawned each time. How does the game determine when to spawn more? Because I  know that if I  bring in my L40 PC, 8 monsters will spawn.

               Oy!
I found the answer. Never realized what it did before.
encounter properties. Mine was set to easy. For kicks I tried impossible. Sure enough, 2 monsters spawned for my L3 guy and I think 6 spawned for my L8 guy.
