The best NWN module romance that I've ever played, hands down and by far, is Alanya from Lords of Darkness. It develops slowly, through shared adventures, meaningful conversations, and a common mission that creates a bond of partnership between you that eventually develops into love somewhere in the third module.
Alanya's admiration for and devotion to the player is genuine and consistent, and it has a very happy ending. Fantus' English isn't entirely fluent, and the writing sometimes has little affectations that show this. I found them easy to overlook, though, and even found some of them to be kind of charming.
