Yes it is.  The easiest way is to edit the epic spell scripts before the spellhook is called, and abandon the script (return;) if the target is an item.

I would abandon it for the specific item - i.e. the sequencer robe. That way the spell can still target other items such as empty scrolls, which you should be able to inscribe upon scrolls.

Ok, thanks for the info - I never got high enough in spellcaster levels to ever use them.
