If it's a feat that should be usable by anyone on levelup, the value in its ALLclassESCANUSE column should be 1. If it's for a specific class, the value should be 0 and a seperate 2da called cls_feat_((class Name)) created and added to the class' requirement column in classes.2da (if it's a new class it's a new cls_feat_X.2da and involves creating other 2da files as well - if it's an existing class that gets the feat, just add the feat to its cls_feat_X.2da).
Secondly, if you just want to test its availability try setting all the requirement columns to **** (such as MinSTR, ReqFeat1, etc).
If MinLevel and MinLevelclass are set to anything but **** the game will only grant that feat if you have (MinLevel) levels of a (MinLevelclass) class.
