Get John Bye Gestalt's system, and use it. Think of it as a cutscene framework. You can call the gestalt functions for most of what you will want to do.

I made my first cutscenes using the same framework. Is there a simpler framework?

Simply put: no. Some degree of playing around with it is required to learn. Gestault's system comes with several premade cutscene examples that you can plug in and modify to your own pleasure. It shouldn't be too difficult to figure out with a little bit of patience. That's how I learned.
