Many of the textures are released with the texture creature giving away rights on the page where the texture is.
I just want to point out that there may possibly be copyright issues with the images on Watt's and Company, London site. While it is true that the copyright for the designs by people such as pugin may well have lapsed (they were victorian after all), the same well in all probability not be true for the images on this site.
