There are all those bubble and smoke emitters and the like, so it should be possible to make a placeable from those ripples. I haven't turned emitters into placeables yet, but I've seen so many that I'm sure it is possible.
I looked at tds01_c04_01 and the birthratekeys in the animloop. The birthrate doesn't change, it is always 1.0. So this could even work without the need for animations unless you want the placeable to be turned on or off by script.
If it should be working all the time, just setting the emitters birthrate to 1.0 should work.
Edit: I made a placeable from the emitter found on tds01_c04_01 and tested it. It looks okay in the preview window (with the gray background), but is a little hard to spot on textures with a lot of detail. When placed on water which has an animated texture I couldn't see the ripples at all. So the emitter needs some tweaking, but it already works.
