I wasn't aware of any issue until recently when I attempted to use the version of my Purgatory Tileset that was uploaded to the Vault with the Oct 2011 CC Challenge -
nwvault.ign.com/View.php The walkmesh reference in surfacemat.2da does not match the material used on the models. Therefore, the tileset is useless as is. To fix this you need to move the data on line 51 in surfacemat.2da to line 24. That will resolve any issues with placing models and getting errors when you try to save.
