Overwriting non-Bioware Tilesets?

               There are a lot of great non-bioware tilesets, some come with maker's requests to not repackage, others are in progress, and some are just incomplete, for all their great promise. I dislike the mindlessly bloated super-set haks that clutter up the corners of the vault, and don't want to get involved with that.

But...  If I could make an overwrite for an already solid tilest that incorporates a few features or groups, it would be a much slimmer project to execute, fewer things to go wrong, more backward compatibility to the original tileset, etc.

TL/DR:  Can one make an Overwrite tileset hak for a non bioware tileset?

               Absolutely.  They work the same as everything else.  You just need a new, higher level hak, loaded above the tileset in question.  You would edit the copy of the .set file of the respective tileset and add whatever content you wanted into that new toplevel hak.
