Troble loading custom module- cep23_v1.tlk

               I'm trying to log into a friend's custom server, now the problem is I am getting an error saying I don't have the file

cep23_v1.tlk


I do have this file. I mean, it's literally in my tlk file, has anyone had this problem, and if so, is there a fix?
