Should I max out ability scores?

I'm referring to a ranger but I guess it could be applied to all classes. Is it worth the extra points to maximize dex 20? Other classes, other attributes, same question.

It really depends on what module you're playing.  Some servers really demand that you squeeze every possible bonus you can out of your stats - whether to raise AB an extra point or increase spell DCs.  If you don't you may not be competitive at high levels.  If you're playing the original game or expansions you do not need to max stats.

I am not a role-player... though I'm probably missing out.  But anyway, I typically do not max starting stats at the beginning unless there's a strong reason to (e.g. I want to attain dragon shape ASAP so I start with 18 WIS and since dragon shape overrides your base STR/DEX/CON it isn't as important what those beginning stats are).  I'll put a stat or two at 16 depending, but generally not beyond that.  I prefer the skill points from at least 14INT for just about every character I play, but have no problems leaving CHA at 6 for my dwarven defender.

It really depends on the class/build.  Something like a paladin, for example, usually needs 14 wisdom and is going to want high strength/charisma as well so assume 14 of each.  That's 18 spent so far with 12 more to spend between Dex (AC), Int (skill points), Con (HP), and more Str/Cha.

On the flip side, something like Wizard or Sorcerer usually has the answer as "Yes, absolutely."

Knowing more about the type of ranger you want to build would help.  But (for Elf which it sounds like you are) 10 Str, 20 Dex, 10 Con, 10 Int, 14 Wis, and 8 Cha would be reasonable.  The extra Dex will wind up being 1 more AC and 1 more AB primarily, which is 10-15% more damage dealt and 10%-15% less damage taken.  More Str wouldn't be terrible, but ultimately will matter little compared to weapon damage.  More Con wouldn't be terrible, but ultimately will be less than a 10% HP boost due to d10 Hit Die and Con from items and HP isn't that valuable anyway by default.  More Int isn't needed, already have 4 skill points.  14 Wisdom lets you cast all Ranger spells.  8 Cha is fine unless you're planning on cross-classing to try to pick up social skills and be a masterful negotiator.  Animal Empathy is either usually completely irrelevant or the 1-2 more points from Cha won't matter.
