just spell resistance or also saves?

I am currently making a module. I want to know if arcane/divine spells like implosion target just the spell resistance or target both spell resistance and saves. Because there are lots of weapons in the module with things like Daze DC26, Doom DC26, Wounding DC26 and other onhit effects. I want these weapons to work on high level mobs as well as low level so i cant make the high level mobs' saves too high. If the arcane/divine spells target only the spell resistance then i can lower the saves on the high level mobs so those weapons work. but if they target the saves as well as the spell resistance then i cant lower the saves on the mobs because that would make it a breeze for the wizards and sorcerers and clerics, which is not what i want.

The on-hit properties do not check spell resistance, just saves.


 


Most spells do check saves (including implosion) but you can look at the wiki for a complete distinction.

Most spells target saves.  A mage can get 45+ DC on a level 9 spell at level 40, for example.  At level 20 it may still be 35 DC or so.
