Just level it with the console in the module that suggests higher than level 1. The character file isn't actually created until you save it.
The only potential problem
might be creating a character using some customization like CEP or PRC and then try playing it in a module that doesn't use those haks. Not sure what would happen but there would likely be conflicts. Otherwise, the console is all you need to avoid needing the combat XP to level.
Or I may be misinterpreting what your problem is...

Typically, modules that recommend a specific minimum or maximum level will usually check your input character and then either delevel it or level it up to the suggested level. Usually the console is not needed to "hit the ground running" for new characters above level 1.
