Ok I apologize. I was a jerk. I was just very frustrated. I know I shouldn't bump an old post but I found a fix to my problem. I tried many many driver versions and many other things, but I was randomly searching bioware forums when I found this:

and it worked.
For the record, I am never buying from ATI/AMD ever again. For now I have to put up with them but when I upgrade I will never ever again in my entire life consider buying from AMD/ATI CPUs or GPUs. They lost a customer for life.
