soundset.2da will list the sound sets files. (.ssf )

The .ssf files along with the waves that go along with them can be found in the .bif files.

For HoTU they would be in data\\xp2_sounds.bif

that is correct. but only combat soundsets there, there should be no actual voiceovers for the campaign.

In Toolset, edit any one of the sound files (seagulls, wind gusts, whatever) and click on "Add Sounds". That'll give you a LOOOOONG list of sound files (note the handy 'play' tab at the top to test what they sound like. The Voices from the campaigns are all under "vs_xxxxx". Some are pretty obvious as they have "aribeth" or whatever in the title, others a little more obscure. Test freely. These sound files can be used to Create New Custom Sounds or can be Added to Conversations with the add sound function in the conversation editor. You can do pretty much anything with them.
Outside the Toolset, you can use NWExplorer to open up, say, "HotU Main Data" and then open "Sound". Again, all the campaign voice stuff has the "vs_" prefix. They can be exported from there as and how needed.

That's how I usually do it if I'm wanting to use any large number of samples. It's generally quicker to go through the list that way than in the Toolset, though both work.

better nwexplorer. it even has a "preview" function for getting the audio sample one wants.

(There is the PLAY button at the top of the sound selection screen in the Toolset which does more or less the same thing, but yes, NWExplorer's the easier on the whole for multiple files.)
