I always felt like they got some things mixed up, Clerics NEED charisma in order to influence the crowds, which in turn, persuades more worshipers over to their god, which is WHO is providing the spells, REGARDLESS of how wise the servant is...
Wisdom on the other hand, shows the Cleric what NOT to say, and what NOT to do, for if we never learn what is bad, then we will continue to do what is bad, for we are ignorant of what is bad..
Cleric is one of my favorite classes, I don't think intelligence matters either, because all spells are provided because the cleric is praying to their god for the divine spells...
Now, if you want to argue that they need intelligence to be able to retain X spells, then I'd argue that, again, it's given by divine powers that be, so those powers that be dictate what the cleric can do or not do... Ability score doesn't really matter...
Now, to answer your question, I believe ShaDoOow has spoken correctly... It's Hard Coded, just like you can't change a character's abilities through scripting, other than just giving them a bonus which is capped at (+12) based upon the hard coding limitations set...
There is a way around this though, and it would be a boat load of work, you could use these new Player Wands, which would then in turn allow them to cast spells, based upon their class, and their ability scores, you could set the DC for the spells, but like ShaDoOow said, troublesome and NOT friendly... Because they have to use these slots, which all look the same, and then there are Tag Based Scripted Items, but these, have the issue of being slow to use in concession...
Which would take away the feat Quicken Spell... and literally make you last in the combat round too..
