Communicating With Localhost

I'm looking for a way to write a NWN mod that allows communication with another program on Localhost. It doesn't have to be anything complex, just a standard byte stream. Does anyone know if/how this is possible?

Take a look at
http://www.nwnx.org
They provide a way of modding the server and you can do your own c plugins to do what ever you want.
