You can always do the modeling in blender, export it as obj or something and use 3ds max to do the rest. But you can do it by using only blender too.
I've created some tileset group for an existing tileset using only blender/ neverblender:
nwvault.ign.com/View.php . Animations can be done too. Only thing, that won't work are emitters/particle systems. The system used in blender and 3ds max/NWN are just too different.
On the downside there isn't much documentation available for neverblender itself. But If you have any questions, I'll gladly answer.
