I'm seeing some parts in the screen shots that I haven't run into on the vault or servers. Is this custom content that was unreleased?

I can help with the first picture. That is as yet unreleased and will be part of the Dr. Who modules that PHOD is currently working on. Check out this thread which explains a bit more. I'm afraid you will have to ask PHOD in person for the answer to the other 2. For those that are interested the first picture is taken from here and the second from here.

His exaulted plushiness is on to something...
The tardis (et al) is a fantastic vehicle for the story telling mechanics. (pun not intended)

Phod's dynasty continues to delight and expand !

Striped cat girls in Doctor Who? The last classic episode (7th Doctor: Survival) had Cheetah People, The Virgin Missing Adventures had Lion-men of Mongo, the Felinoids of Cait, the Mercenaries of Gin-Seng, and the Kzinti warriors (known collectively as Felinetta, I think). Recently (10th Doctor: New Earth; Gridlock) introduced the Catkind and Sisters of Plenitude, an order of Catkind nuns. (tardis.wikia.com/wiki/Catkind).

Although, as it stands, the head in question is Juhani from SW: KotOR.

Jenna - Sorry, been away grappling intrasigent animals with large teeth for a couple of days...

To hit your queries with bricks in the order presented...

1:- First shot, as has been noted, is from my Doctor Who Modules, the "stripy cat girl" being Velpa Lepta, a Sytheran Forest Dweller who becomes the new companion (and the PC whilst she's at it). Mostly because I wanted a more feral character (like Leela) to offset the Doctor's scientific genius and because I wanted a companion who was demonstrably alien rather than yet another (more or less) average contemporary Earth person. Though I'm carrying on from Doctor's Who's final story (Survival) there was no link intended between Velpa and the Cheetah People (beyond the fact that they both like pouncing on things)...
Anyway, her head, as has been noted, is Juhani from the KotOR heads conversion - I made pitiful whinging noises at Estelindis until she added the Juhani head for me. I've thus created an entire "wardrobe" for Velpa (see all the Doctor Who images) so she's got an assortment of striped parts since, for obvious reasons, non-striped body parts would just be silly for the character and she's not the type to wear an all-over, er, um... catsuit...
All the striped parts (including her custom stripy tail) will, naturally, be part of the Character stuff packaged up in the ridiculously vast amount of CC the Doctor Who series entails.

2:- The head at the extreme left of the Psycho Vixen Attire screenshot is just the standard BioWare Tiefling head (pfh0_head014)  or somewhere around 014 anyway, which I did a custom texture for, just to make her look more vicious.
The head at the other end of the row is a sort of generic "Ancient Egyptian Queen/Goddess" which I created by using a head which was scaled up and ear-trimmed from the HotU Elf female head with those dangly plaits with the nice beads on - I added some jewellery things, a couple of extra plaits and then completly retextured her with Egyptian motifs and yet more gold bits (and made her look a bit more friendly). (She's cropped up in a couple of my Screenshots for things ("Hound of Anubis vs Mummified Animals", for one that I recall) but the head was never released.

3:- That's just the BioWare Tiefling head AGAIN scaled up to fit my Demoness phenotype and with yet another PHoD custom texture intended to make her look wholly manic and psychotic. (I've now changed to another head entirely for my beloved Demoness which is high-poly and I've done another much better psychotic lunatic texture and added big, impressive horns from the HotU Mephistopholes Demon so she looks much more DEMONIC now...

I've done tons of "little" things like new PLTs for heads, that sort of stuff, which I never released as they were all specific to Modules I was working on and I never thought there was much point clogging up the Vault with things that weren't necessarily tremendously innovative and astounding. I'm mildly surprised anyone was bothered enough to even ask about them...

Killmonger... I have a dynasty?!
