If no one's responded to your post, chances are the answer to "Does this exist?" is No.
If your question is actually "Will you make this for me?" then chances are, the answer will also be No. While some modelers do occasionally do community requests if it's an idea they like and might actually also use themselves, for the most part random requests will be ignored. The reason for this is simple: Imagine if you were a painter, and someone walked up to you and said, "Hey, I can't paint worth a damn, but I want you to paint something for me. No, I won't pay you, and before you try and offer to show me how to do it myself, I'm going to flat out say that I have no idea how to paint and no desire to learn, but here's what I want
you to do." Even something as simple as the reskin you want done here would take somebody hours of their life to accomplish. Yes, we're amateurs here, not professionals, and I doubt many of us would accept payment even if it was offered, so that painting analogy doesn't go all the way. But I think I can speak for most of the custom content community in saying that we like being treated with respect, and not merely as a resource people think they have the right to use. That sense of entitlement has led some of our best custom content authors to leave the community over the years, which is a shame, and the game is worse off for it. I'm not saying your post was intentionally disrespectful, mind you, only that this sort of random, open request thread is more common than I'd like and assumes that we're here to make things for people other than ourselves, when in reality most of us just make what we like and then decide to share it after the fact.
If your question is actually just, as you wrote, "What are peoples' thoughts on this?" Well, for my part at least, I never bothered to use any of the flying dragon models from the CEP. I think they're a bit low quality for 2010's standards, though they were definitely better when they were first made (around 2004, I think?). Plus they use the flying animations of the Raven familiar, and I think that just isn't what a flying dragon ought to look like. Dragons don't flap, imo.
NOW! If your question, hidden beneath everything else, is "How do I make this myself?" Then I'd be happy to help you.
Basically you need to find the resources for the model you want. Download NWN Explorer and use it to search through the CEP files. Then extract the model and texture, and recolor the texture in Photoshop or GIMP so it has a Prismatic quality. Finally, make a new 2da entry and put your model, your new texture, and your updated 2da into a new hakpack via the nwhak.exe utility.
