Penalties for fighting in Hours of Darkness

               Perhaps I'm being dense, but is ANY penalty applied to the attack rolls of Human PCs/NPCs when fighting at night? It doesn't seem so to me, after some testing.
Therefore, do the Lowlight Vision and Darkvision racial feats only come into play in areas of Magical Darkness?
If so, that's a shame, since I know from LARP how hard it is to target and strike an opponent at night!

               You can see farther with Lowlight and Darkvision in the darkness.  As in visually on your screen.  No combat change, though.
