Lvl 13 Bard Cannot Cast Lvl 5 Spells with 16 Charisma?

               I don't play Bards often, if at all, but when me and my friend decided to check out The Aielund Saga, i decided i wanted to try something new, so i went for a Bard with the idea of going Bard/Rogue/Shadow Dancer or Bard/Dragon Disciple after i got my lvl 6 Bard Spells (lvl 17 i think?).

So far i was (still am actually) enjoying this character, but the other night i hit lvl 13 and got my lvl 5 Bard Spells, but cannot cast them....WTH?
Yesterday i went and did a complete re-roll, keeping the same starting stats, but instead of pumping all my bonus attribute points into Dex at lvls 4, 8 and 12, i pumped 2 into Charisma thinking my Charisma might be too low at 16, but with 18 it's the same deal, what gives?

In the end i decided to start multiclassing with DD already, but i'm looking to find out WHY i'm having that problem, i don't really see any reason for it...or maybe i'm just missing something entirely:pinched:

               You need at least 20 innate Cha for a level 13 bard to cast level 5 spells. Ability modifier on NWNwiki

edit:  It is possible that if you find an item that gives level 5 bard spell slots, that would work with lower Cha but don't hold me to that.

               Just in case HMs post wasn't entirely clear.
Check the Bard spell table:

Level 13 gives you the ability to cast "0" 5th level spells per day.
So in order to cast any, they need to be Bonus spells from an ability modifier and you need 20 charisma for that bonus.

If you were level 14, you can cast "1" 5th lvel spell per day. Since that doesn't rely on a bonus all you need is 15 charisma for that.

If you want spells one level early you need big charisma.

               Lvl 6 spells: should require (from both tables in posts above):
Bard Level 16 + 22 Charisma or
Bard Level 17 and + 16 Charisma.
