Sorry I'm late... running around like crazy today :-P
I'm running NwN1 & 2 on a Win 8 machine, so I know it can be done =)
UAC is User Access Control. Basically it watches sensitive folders on your hard drive like a hawk and if anything tries to touch them it screeches "So and so is trying to change the computer! Can I stomp 'em? Huh? Can I?"
It's not a very nice and demure program. :-P
What it tends to do with older games like NwN that use their own folder on the C: drive is, uh, stop them. Which means if NwN is trying to store some temp files (which it does) UAC will try and stop it. If the toolset tries to launch a suspicious program (NwN) UAC will stop it.
What to do?
You can go into user accounts in the control panel and turn off UAC (this does open up some vulnerability for your computer). Or you can right click on the NwN programs (nwmain.exe, nwloader.exe & nwtoolset.exe at the least) and go into properties->compatibility->"Run Compatibility troubleshooter"
Generally, that should work. Let me know what happens when you try :-)
Edit: FWIW, I've turned off UAC first thing on every Win 7 & 8 machine I've set up. It simply causes more problems than it solves.
