I think I solved it now. There was a lot of dust in between the metallic coolingflanges close to the CPU fan.
I was going to suggest this exact thing. I recently cleaned a friend's heatsink whose fan was revving up like a jet engine. It was PACKED with dust. After cleaning it out, the fan runs normally again.
