because he wants there to be a selection of files there to start it off
with.
If you're not familiar with the other Nexus sites from
years past (TES Nexus, Dragon Age Nexus, etc.), it's a fully automated
system. Files are available as soon as they're uploaded, there's an
abundance of tracking and searching features, and each entry gets
dedicated comment and discussion threads. Uploaders can make changes
and updates to their files at any time, and group multiple files on the
download page to make it easy for players to know which files are
required, optional, or updates.
Here's the thread where the decision was made. There's current discussion on adding more categories and tags to it that could use your input.
