A
wizard is the only spellcaster who can choose to specifcly train in a particular
school of magic, to gain some benefits out of his specialisation, but the price being you won't be able to use the opposite school spells... if I recall rightly. Which I barely ever do.

In proper english, it goes like this, in Wiki:
"A wizard may choose to specialize in a
spell school,
gaining one additional prepared spell per spell level but losing the
ability to cast spells from the opposed spell school, even spells from
scrolls. A wizard does not have to specialize, thus keeping access to all spells."

And yes, I suppose you can learn from scroll, not that I have ever done it actually.
Just "read" the scroll, through its
* special power / radial menu, by click/holding on it.
