               what level does lore need be so you can use it on items

               depending on the item level, and your class as well, meaning how fast and easy your class can learn that skill.
For a 100gp, a merchant can identify anything. A potion of lore might get even cheaper, allowing you to becom a genius and read multiple items in a row, but it has very short effect, so the pause button shall be your best friend here.
And not only here.
There is also a specific "identify"  spell if you're a caster or a skilled enough UMD (Use magic device) rogue.

               OP: jml intended to direct you here.  The tables there will likely answer your question.

I myself have never allocated a single point to Lore unless it was a prereq for another class (like RDD) and have usually been able to identify most items by collecting Lore boosting items.  If you can't find any that directly raise the Lore skill, boost the PC's Int as high as possible with items or Fox's Cunning.  Wizards and bards are especially good at IDing items.  In the OC, since you are eventually cash-flushed, 100 g per ID for the more expensive items really doesn't hurt at all.                That's smart enough. Skill points are not to be wasted, that's true. But there is another thing about lore that makes me always invest in the skill: like spellcraft, it is very oftenly used in puzzles and quests as a requirement, or the only way to solve some enigma, whenever your PC has to be smart to pass a "scientific or intelligence" check. I don't know about the OC though.
I like that feeling being smart, actually. Quite an unusual sensation to me, and very interesting .
The bad side of having a high lore in game is when you go back to real life. Addiction... ':blink:'
Don't abuse it... too much.
Just like anything else.

I like that feeling being smart, actually.

It's quite nice to pass those occasional Lore checks, very true... but in the OC it is not checked for more than item ID, at least not for any significant event.  Skill effectiveness is often module-dependent since designers will allow their personal bias to creep into the plot/scripting, like in the expansions, for more innovative interactions.  Lore checks involve a random dice roll, so in SP modules, reloading can help to succeed those checks.  IDing via Lore is a static function, however, based on the aforementioned table values.

Spellcraft, on the other hand, is ALWAYS worthwhile for the extra saves against spells it provides to any class, in increments of 5 ranks. 

Fortunately, Lore does not require training (as does Spellcraft) so can be modified with items and buffs (IIRC a magical rapier drops in the OC that boosts ID skill).

The OC can be played through without any skill and you will have no problems. If you have skills like persuade, bluff, lore you don't have to use force, but the OC is built with newbies in mind, so all checks are extremely easy to pass and there are always at least three ways how to fullfil the mission.
