My own experienced maximum and typical numbers if scrubbing all possible XP opportunities and without farming any XP...
Prelude - 4 Max; 3 TypÂ
Ch 1 - 10 Max; 8-9 Typ
Ch 1 Finale - Ch 1 max + 1; Ch 1 Typ + 1Â
Ch 2 - 16 Max; 14-15 Typ
Ch2 Luskan - 17 Max; 15-16 Typ
Ch3 - 20 Max; 15-17 TypÂ
Ch4 - 20 Max; 18 Typ
Keep in mind that ECL has a HUGE effect as does your gaming habits.  Soloing will usually reach the Max levels.  Using  a henchman, familiar, animal companion and summons will drastically reduce the maximum achievable ending levels.  Figure about 10-15% XP penalty per ally.  Some players will only use allies in the tougher battles, some throughout the entire campaign.  Another way to maximize XP is to delay all the quest XP rewards (like the henchman quests) until the very end of each module since those are static rewards.
This issue has been debated to death on the legacy boards where a few members have submitted algorithms for the various multiclass combos (i.e. ECL effect) and XP penalties per ally (IIRC extracted from the 2das).
If you enjoy compiling your own information like this, go to it... but it's been done before. Â Incidentally, in the campaign readme's Bioware has published the suggested levels.

Chapter 2: Levels 7 to 15
