Well, if you know where the arrows "should" be then you don't really need them, do you? But the transition doors are another matter.
However, I would first inquire whether you had patched up to v1.69. Yes? If not, please do so.
If I am interpreting the problem correctly, a variable which is needed to be set each time you equip the ring, is not being set, at least not for all elements. Otherwise, those invisible placeables and transitions would show up. Very strange that some of them, those secret containers, are showing up.
If already patched, then try recompiling just that one module again (
XP2_Chapter3), but of course you will need to restart at least the 3rd chapter again which (if you don't have a previous save near the end of chapter 2 and can allow the ch 2 script to load it for you) probably means the only henchperson available will be Aribeth since, IIRC, the variables that spawn Valen, Nathyrra & Deekin are set in chapter 2. Still, if you intend to play HotU again, I would still try the recompile routine to, perhaps, repair the gliche. Of course, this is just a possible fix, not guaranteed.
It could also be a rendering problem by virtue of the way your machine's video is handling NWN. I also, occasionally, experience graphic oddities (like being attacked by invisible foes who stay that way until I reload), that I simply just play through. I have a rather low-end vcard so just tolerate the random burp as long as it doesn't interfere in continuing the game. In this case, without the linear transitions showing up, you are stuck.
Otherwise, your description is quite unique. I have never heard of this particular observed oddity before.
