               Is there a hak pack or something where I can get a big list of pregenerated characters (townsfolk) that are varying levels.  The DM creator has maybe 10 zero level characters but I want different clothes and looks etc.

Is there a way to create fog in runtime?

               I doubt there's a hak that is full of townsfolk.
The best way is to just use the creature wizard and choose the human model. It'll let you customize it as much as you want and put whatever clothes you want on them.
Making a lot may take a little while, but it gets fast once you get the hang of it.

There is a fog placeable that you can spawn in run time. I'm not much of a builder though(<-- Scripter), so I can't say where it is in the palette ofhand.
Go easy on the fog placeables though. Too many will lag your module
You can also control the area wide fog setting via scripts, 'though that's a bit more work. Not sure if there's a DM Console command for that. Maybe a DM can jump in and answer that.

EDIT: The placeable I was thinking of is named 'Mist'. It's under the vfx group in the toolset. You should be able to spawn them via the DM client or scripts in runtime.

               Ditto on the suggestion to just make your own NPCs.

I'd also suggest adding the latest DMFI package to your module or if you use the CEP, experiment with some of their DM tools.

As for fog and other visual effects, I prefer making my own in the toolset and generally set them with a tag that is looked for by my area cleaners and they get gobbled up once a map is empty of PCs. (I also have a tool to toggle the cleaners On/Off in an area to prevent cleanup if I desire them to persist longer.)

               I would suggest making a bunch in the toolset also, but I would also suggest my HR dm tool which will allow you to change their heads, level etc.. in game and save up to 10 custom NPCs. It will allow you to set the fog level in game also and I believe the latest DMFI cannot change the color of the fog but HR DM can. There is also a lot of other things that HR DM can do that that the latest DMFI cannot do.

               Good point.
ShadowM's HR DM Tool is great to have while you DM as long as your mod is compatible with it (Unfortunately, it's not compatible with CEP 2.3 or 2.4). As long as you're not using CEP, you should grab it. Good stuff.
