Horizontal pixalated bar

I am playing NWN on a i7 six core, 1070 graphics with 32 gig ram. At first the game played find but began to develop a horizontal bar over the past few days since i installed. i have tried all resolution settings and compatibility modes. Any ideas , i have patched to 1.69 already.

Yes I have uninstalled, cleared cache, rebooted, reinstalled then added 1.69 before and after there is pixalation. The more gear the character wears the more horizontal pixalation.


 


The GPU is a Nvidia Geforce GTX 1070 with the latest driver updates.  It is unclear if GPU settings of the game will help or not. Any ideas ?

I have also tried all options for compatibily 8 and 16 bit and turned off most acceleration and enhancements. still same affect
